To use Zoho Books for UAE eInvoicing, complete its supported setup,
select the relevant accredited provider through EmaraTax and verify the
connection. The large-business ASP appointment deadline is 30
October 2026
. Correct onboarding must be followed by data
checks, controlled testing and a working process for invoices and credit
notes.

This guide focuses on Zoho’s documented UAE configuration. It should
be read with the wider UAE eInvoicing
guide
and Zoho
Books UAE guide

UAE eInvoicing dates

Group or programme ASP appointment Mandatory implementation
Selected pilot participants Arranged through the programme Pilot started 1 July 2026
In-scope businesses with annual revenue of AED 50 million or
more
30 October 2026 1 January 2027
In-scope businesses below AED 50 million 31 March 2027 1 July 2027
Government entities under the applicable phase 31 March 2027 1 October 2027

The large-business appointment date replaced 31 July 2026 under Ministerial
Decision 66/2026
. The wider programme, MD 243/2025 and MD 244/2025
are available on the official
MoF eInvoicing page
. Check the applicable decision and revenue
definition when assigning your business to a phase.

Scope is wider than VAT
registration

The mandate addresses in-scope business-to-business and
business-to-government transactions, subject to statutory exclusions. A
free-zone address does not provide an automatic exemption. B2C
transactions are excluded from the current mandatory framework.

A business can be in scope without being VAT-registered. Its
tax-identification and commercial-invoice requirements must be assessed
separately. Do not obtain VAT registration solely because an eInvoicing
setup screen requests a VAT TRN. The MoF
mandatory-fields guidance
distinguishes TINs, TRNs and participant
identification and expressly addresses non-VAT-registered
businesses.

Zoho’s published setup currently specifies enabled taxes and an
entered TRN as prerequisites. A non-VAT-registered business should
confirm its supported onboarding route directly with Zoho before
following these steps.

Confirm the accredited
provider

The MoF register lists Zoho Software Trading LLC,
accreditation number 121988. That legal provider
identity should be checked during onboarding; “Zoho Books” is the
software name. Verify the provider’s current status on the MoF
ASP register
.

Accreditation requirements changed under Ministerial Decision
168/2026, effective 1 October 2026. The former pre-approval framework
was replaced, with a transition for existing pre-approved providers. An
old approval announcement should not replace checking the current
register. MoF
update of 9 October 2026
.

Before starting the
connection

Prepare a setup record containing the correct legal entity, TIN,
applicable TRN, registration details, address, authorised account access
and registered contact details. Confirm:

  • the Zoho organisation represents the same entity being
    onboarded;
  • the required feature is available in the relevant UAE edition and
    subscription;
  • customer/vendor identifiers and tax treatments have been
    reviewed;
  • an existing provider connection, if any, has an agreed migration
    plan;
  • the people approving setup and sending invoices have appropriate
    permissions.

Do not share passwords, one-time passcodes or credentials with an
unverified party. Enter account information only in the official
provider and government services.

Zoho Books
and EmaraTax setup: documented sequence

The following is a concise summary of Zoho’s current
UAE eInvoicing instructions
:

  1. In Zoho Books, open Settings → Taxes & Compliance →
    E-Invoicing → Setup Now
    . Check the registered entity
    information, tax identifiers, address and FTA email, then continue.
  2. Follow the redirect to EmaraTax. Access the correct taxable-person
    profile and its eInvoicing service; complete the required
    confirmations.
  3. Select Zoho Software Trading LLC in the
    provider-onboarding list and continue to its onboarding page.
  4. Check the applicant and entity records, provide the required
    confirmations and submit.
  5. Return to Zoho Books and select Verify & Complete
    Setup
    . Confirm completion before processing transactions.

The documented process does not instruct you to copy an EmaraTax API
key into Zoho. If the interface differs, use the current help
instructions or support rather than guessing an alternative field.

Check invoice
data, not only the PDF template

UAE eInvoices are structured records. A PDF with the right visible
headings does not establish that the electronic data is valid.

The MoF guidance distinguishes 51 mandatory fields for an
electronic Tax Invoice
from 49 for a commercial
Electronic Invoice
. Use the correct document category and
relevant conditional data. Seller and buyer identifiers, electronic
addresses, registration information, payment data, tax breakdown and
line details need appropriate mapping. Do not treat an HS code as a
universal requirement for every invoice. Official
mandatory-fields lists
.

Recommended data checks include VAT-registered and non-registered
counterparties, foreign clients, exemptions, reverse-charge
transactions, credit notes and the currencies your business actually
uses.

Understand exchange and
FTA reporting

The UAE model separates supplier/buyer invoice exchange through their
ASPs from tax-data reporting to the FTA. Track the relevant exchange and
reporting acknowledgements, rather than assuming one success message
proves that every stage is complete. MoF
five-corner workflow
.

Zoho documents draft/not-yet-sent, successfully pushed and failed
states. A successful push generates a UUID. Changes to already pushed
invoice data require the supported correction process, including credit
notes where applicable. Zoho sending and
correction instructions

Testing and first-month
controls

Agree the test route and environment with the provider. Do not create
a fictitious live sale simply to test the connection.

Use a practical acceptance checklist:

  • onboarding completed for the right entity;
  • outgoing invoices and credit notes processed through the supported
    workflow;
  • incoming supplier documents received and reviewed where
    applicable;
  • relevant VAT treatments and identifiers validated;
  • failures assigned to an owner, corrected and reconciled;
  • acknowledgement references retained;
  • invoice totals reconciled to accounts receivable and the VAT
    records;
  • outage and provider-change responsibilities documented.

Treat this as an operating process, not a one-time installation.
Review exceptions daily during initial use and include them in the
month-end close.

Penalties and why
appointment dates matter

Cabinet Decision 106/2025 provides separate penalties for different
failures:

Failure Scheduled amount
Required implementation, including timely ASP appointment AED 5,000 per month or part
Required issue/transmission of an electronic invoice AED 100 per invoice; capped at AED 5,000
per calendar month
Required issue/transmission of an electronic credit note AED 100 per credit note; capped at AED
5,000 per calendar month
Required notification of system failure AED 1,000 per day or part
Required notification to the ASP of registered-data changes AED 1,000 per day or part

Apply the precise legal trigger and timeframe to each breach. Do not
assume all penalties begin only at the go-live date: the schedule
expressly includes appointment timing. The decision excludes qualifying
voluntary participation. Cabinet

Frequently asked questions

Has the
large-business ASP deadline passed?

As at 15 October 2026, no. The current deadline is 30 October 2026
for in-scope businesses with revenue of AED 50 million or more.
Implementation remains due on 1 January 2027.

Is
the provider appointment the same as VAT-return integration?

No. EInvoice exchange/reporting and Zoho’s EmaraTax VAT-return
functions are separate workflows. Confirm each feature
independently.

Does every customer need a
VAT TRN?

No. Customers can have different registration statuses. Use the
applicable identifiers and invoice category rather than entering a
placeholder VAT number.

Can I remove my
current ASP before switching?

Arrange the supported offboarding, migration and continuity plan
first. Avoid disrupting invoice receipt, transmission or access to
historical records.
